The approved plan is part of Ukraine’s international commitments, particularly within the framework of the “Improving the Regulatory Environment” reform under the Ukraine Facility.
Key points of the deregulation acceleration plan:
- Contains approximately 100 tasks and 140 step-by-step actions aimed at simplifying business operations across various sectors.
- Includes clear deadlines for government bodies to cancel, simplify, or improve regulatory tools.
- Requires certain actions to be completed by the end of 2024.
During the work of the Interagency Working Group on Deregulation, where our team participated,
- 1,323 regulatory instruments for businesses were reviewed.
- 456 were recommended for cancellation.
- 584 were recommended for simplification.
- 122 regulatory instruments have already been canceled.
The Interagency Working Group on Deregulation was established by a government resolution on January 13, 2023. The co-chair of the group is First Deputy Prime Minister – Minister of Economy of Ukraine Yulia Svyrydenko. The working group includes representatives from the ministries of economy, digital transformation, environmental protection and natural resources, justice, finance, and the regulatory service.
Additionally, experts from EasyBusiness, the Center for Economic Recovery, the Office for Effective Regulation (BRDO), the Center for Economic Strategy, the USAID Competitive Economy Program, and the USAID/UKAid TAPAS project were involved in the Working Group’s activities.
