Support for business and assistance to government bodies to ensure rapid and sustainable economic growth

The EasyBusiness team promotes the development of entrepreneurship, improvement of the business climate, attraction of investments, and increase of labor productivity for the sustainable economic growth of Ukraine. We are convinced that a competitive economy is the foundation of citizens’ welfare and the sustainable development of the state. We work in three key directions:

We strive to create the best conditions for doing business worldwide — in Ukraine.

We research the business environment in Ukraine and provide practical recommendations for its improvement.

We provide the government with full support in implementing necessary reforms, from identifying problems to developing draft regulatory changes and advocating reforms.

We analyze the economic effect of implementing different policy options to maximize benefits for businesses and citizens.

Completed projects in the following areas:​

  • Economy

We provided support to the Ministry of Economy and other state stakeholders in deregulation

  • We assisted the cross-agency task force on economic liberalization in forming a methodology for reviews of regulatory instruments.
  • Together with partners, we reviewed more than 1000 regulatory instruments and formed recommendations to cancel or optimize some (during the project implementation, it was decided to cancel 23% of the instruments under consideration and optimize 53%).

We calculated the Index of Economic Rule of Law for Ukraine

  • We defined methods for quantitative assessment of the rule of law, as well as its impact on economic development and growth in the countries of Central and Eastern Europe.
  • We surveyed 400 enterprises in Ukraine, analyzed their perception of the impact of the rule of law adherence when doing business in Ukraine.
  • We developed and calculated the Index of Economic Rule of Law, which allowed us to assess the situation in the field of rule of law and its impact on the business climate and economic activity in Ukraine.

We helped ally with Ukrainian IT companies to enter international markets

  • Together with partners (IT Ukraine Association, Civitta Ukraine), we allied with 20 Ukrainian IT companies ready for internationalization,
  • We analyzed a large sample of potential markets for export expansion and picked three priority countries (Germany, Finland, and Norway).
  • We analyzed the three selected markets in depth.
  • We formed a practical Export Promotion Plan for the member companies.

We implemented a grant program, supporting 17 Ukrainian businesses

  • We developed the design of a small grant program (€10,000) for Ukrainian SMEs.
  • We conducted a large-scale communication campaign and received 755 funding applications.
  • We devised and launched a training program for SMEs (average participant satisfaction rating: 4.7 out of 5 points).

We work on improving the labor market and increasing labor productivity in Ukraine through the development of internal talents, as well as the return and attraction of Ukrainians from abroad.

We provided top-tier research identifying imbalances in the labor market (both nationwide and at the sectoral/regional level).

We develop and help implement programs for the development and engagement of talents (vulnerable population categories, forced migrants, Ukrainian diaspora, etc.).

Completed projects in the following areas:​

  • Economy

Support for the integration of vulnerable populations into the labor market

  • We conducted a detailed analysis of key integration challenges in the Ukrainian labor market most disruptive for three vulnerable populations (forced migrants, internally displaced persons, and people with disabilities).
  • We developed the Concept for the Integration of Vulnerable Population Groups into the Labor Market, which includes proposals for legislative changes, a list of organizational measures, and information and explanatory measures.
  • We developed four pilot project concepts for engaging vulnerable populations in implementation at the local level.

Researching the future of work: Development of human capital in Ukraine

  • We assessed the potential labor shortage that Ukraine may face in the next 10 years (deficit of up to 4.5 million people).
  • We analyzed various talent groups (internal talents in Ukraine, Ukrainian talents abroad, foreign talents), identified key challenges for each, and formed recommendations for their effective engagement and development.
  • We developed detailed profiles for three talent groups (forced migrants, Ukrainian diaspora, and foreign labor force) with specific projects for their effective engagement in Ukraine’s economy.
