Facilitating Ukraine’s EU integration through strategic guidance and enhancing comprehension of its opportunities and challenges

We believe that European integration should be the cornerstone of Ukraine’s post-war recovery. To support this vision, we analyze the economic impacts of accession, propose actionable policy solutions, conduct comparative studies, and raise awareness about the EU integration process to ensure it is efficient and impactful. Within this stream, EasyBusiness prioritized efforts in three directions:

Completed projects in the following areas:​

Monitoring Ukraine’s Progress in Adapting EU Law: Analysis of the European Commission’s Report on Ukraine’s Progress under the EU Enlargement Package 2024

  • Analyzed the European Commission’s assessment of Ukraine’s progress under each negotiating chapter, presented in the 2024 Enlargement Package Report for Ukraine.
  • Conducted a comparative analysis of the 2023 and 2024 Enlargement Package Reports for Ukraine, as well as of the national input for April-August 2024.
  • Presented the project findings to a broad range of European and Ukrainian stakeholders and discussed the priority actions for 2025 during the online event “Year of Action: How Can Ukraine Leverage the European Commission’s Enlargement Report 2024 for Success in 2025?”

Analytical Support to the Government Office for Coordination of European and Euro-Atlantic Integration on Ukraine’s Accession to the European Union

  • Analyzed the current status of implementing the EU economic recommendations and membership criteria. 
  • Studied the EU enlargement policy in the context of Ukraine’s European integration, including the systemic shortcomings, potential challenges, and possible ways to address them.
  • Developed policy ideas for the EU institutions regarding the enlargement process. 
  • Studied potential bottlenecks in the accession process, based on the experience of previous enlargements and current candidates

We explore how Ukraine can enhance the EU’s resilience through nearshoring opportunities and reducing reliance on external suppliers.

We identify Ukraine’s regional advantages for hosting new production facilities, focusing on infrastructure, workforce, and resource availability.

Ukraine’s Path to EU Internal Market Access: A Study of Bottlenecks

  • Conducted an in-depth analysis of bottlenecks in the agricultural, transport, and industrial sectors, identifying key obstacles and verifying them through consultations with stakeholders, including experts, industry representatives, NGOs, the Ukrainian government, and the EU.
  • Compiled a rating list of bottlenecks according to their impact on Ukraine’s integration into the EU internal market and developed policy recommendations to address and mitigate these challenges.

Analytical support of Ukrainian European integration and integration into chains of added value of the EU

  • Analyzed the existing negotiation frameworks for EU accession of current candidate and member states to learn from international experience and shape Ukraine’s negotiation experience based on it.
  • Analyzed Ukraine’s potential inclusion in EU value chains by examining EU trade data to identify key product groups for replacing imports from China and Russia, determining Ukraine’s most competitive sectors, assessing the key problems in the development of these product groups in Ukraine, and suggesting possible solutions.
  • Analyzed the pre-accession socio-economic challenges of the border regions of Slovakia, Hungary, Poland, and Romania, the investment effects after the EU enlargement in 2004, and the potential impact of similar investment in Ukraine. 
  • Presented the project findings to a broad audience during the final offline expert event “EuroDialogues: How can Ukraine strengthen the EU’s strategic autonomy? Economy, regional development, and cross-border cooperation.”

We focus on strengthening the skills, knowledge, and resources of government institutions, CSOs, and other stakeholders to improve their capacities in the EU integration process.

We have worked closely with the Government Office for Coordination of European and Euro-Atlantic Integration, offering data-driven recommendations to enhance its performance.

We foster collaboration with the government and European partners, provide networking opportunities, and offer practical educational resources for CSOs.

Completed projects in the following areas:​

Strengthening the Capacity of CSOs to Support the EU Integration

  • Mapped CSOs across five key sectors (climate, agriculture, entrepreneurship, human capital, and public administration reform) and assessed their needs for engagement in the EU integration processes.
  • Developed a series of educational resources to support CSOs, including an EU integration manual, a roadmap for enhancing their institutional capacity in EU integration, and a document outlining the key areas in which the government requires CSO support (intervention logic).
  • Held a “EuroSummit of Civil Society Organizations” on Europe Day, 9 May 2024, bringing together 300+ representatives from CSOs, the Ukrainian government, the Verkhovna Rada, and the EU Delegation to Ukraine.
  • Conducted 5 tailored educational workshops for sectoral CSOs within the EuroSummit framework.
  • Supported the development of a mechanism for engaging CSOs through our contribution to European Hub (EuroHub), a platform for dialogue between the government, CSOs, businesses, academia, and international experts.

Advisory Group for Government Office for the Coordination of European and Euro-Atlantic Integration

  • Provided a detailed assessment of Ukraine’s EU integration coordination structure, identifying key bottlenecks.
  • Analyzed the current state of operations within the Government Office for Coordination of European and Euro-Atlantic integration, evaluating its current capacity and identifying key factors hindering it.
  • Examined the experience of the selected EU candidate states and members in organizing the work of their European integration offices.
  • Based on the analysis, formulated a comprehensive development plan for the Government Office, addressing operational inefficiencies and strengthening its coordination role.
  • Covered urgent analytical needs to provide support in the most significant areas.
