EasyBusiness invites experts and mentors to participate in the tender for delivering training in the format of online workshops.

NGO EasyBusiness within the framework of the project “AUTONOMY IN VET: STRENGTHENING INSTITUTIONS TO MEET REGIONAL WORKFORCE NEEDS” invites applications for participation in the tender for the procurement of external services – external experts providing mentoring support for VET providers through a voucher system, specifically for delivering training in the format of online workshops.

 

The project aims to strengthen the capacity of 25 vocational education and training (VET) institutions by enabling them to operate with greater autonomy, diversify income sources, and effectively respond to the needs of regional employers.

 

The project is implemented by NGO EasyBusiness with financial support from the European Union, Germany, Poland, and Estonia under the multi-donor initiative Skills4Recovery, carried out by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Solidarity Fund PL (SFPL).

 

The Skills4Recovery initiative supports training and retraining of skilled workers in key sectors essential for recovery: construction, transport, agriculture, services, and manufacturing. This is achieved by strengthening the capacity of VET providers to offer high-quality, labor-market-oriented training, engage vulnerable groups, and cooperate with employers. The program runs until June 2026 and covers all regions of Ukraine, with a total budget of €14 million.

 

Submission of proposals

 

Tender participants must submit the package of documents specified in the Terms of Reference for service procurement (Annex No. 1) in a separate email to: info@easybusiness.in.ua no later than 23:59 Kyiv time, September 18, 2025.

 

Late applications will not be considered.

 

The subject line of the email should follow the format:
“AUTONOMY IN VET, (Candidate’s full name), Tender for External Experts Services”

 

The email must include:

  1. Technical and Financial Proposal (Annex No. 2)
    • Developed according to the Terms of Reference.
    • Written in Ukrainian.
    • Includes candidate’s contact details (phone, email).
    • Submitted in the prescribed form (Annex No. 2).
    • Signed and stamped (if applicable).
  2. If you are unable to sign your Technical and Financial Proposal electronically, you commit to signing it upon contract conclusion in case of selection.
    • The participant determines the service price independently.
    • Additional services or costs not specified in the contract or supplementary agreements will not be reimbursed.
    • Proposals improperly prepared, incomplete, or submitted after the deadline will not be considered.

Evaluation of proposals

Proposals will be evaluated in two stages:

  1. Compliance check: Proposals not submitted in accordance with the procedures outlined in this call will not be reviewed.
  2. Evaluation of the Technical and Financial Proposal, followed by a short online interview (up to 15 minutes).
