Applications are now open for the educational and grant program “Restart for IDPs”. The IREX team, together with experts from the NGO EasyBusiness, has prepared a shorter summary of around fifty answers to questions regarding participation in the program. 

1. Eligibility

• Applicants must be officially registered IDPs (internally displaced persons).
• Businesses must be registered no later than January 1, 2024.
• Eligible forms include: LLC, FOP (sole proprietor), and private enterprise.
• Some sectors are excluded (such as the production and trade of petroleum products).
• Both recent and long-standing IDPs (since 2014) may apply.
• Veterans may apply if they also hold IDP status.

2. Location Requirements

• Legal registration must be in one of the 18 target regions (including Kyivska, Lvivska, Odeska). See the Ukrainian version for the full list of participating oblasts.
• If a business is relocated, it must update its legal address to one of these regions.
• Operations may occur in another target region, but the legal address must match the program’s requirements.

3. Eligible Costs

• The grant may cover:
  • Equipment and tools 
  • Office/production equipment (computers, printers, specialized machinery).
  • Raw materials (if justified).
  • Marketing and website development.
  • Rent and staff salaries (if tied to the project).
• Not eligible: goods for resale, medical equipment, taxes, or used equipment.
• Maximum grant: $10,000 USD. Applicants may add their own contribution.

4. Application Process

• Applicants must submit the official application form, budget, and required documents ( financial statements for 2024, IDP certificate, registration documents).
• Applications must be sent by email to tender-ua@irex.org with the correct subject line.
• Deadline: June 15, 2025 (23:59).

5. Program Format & Timing

• Program runs July–December 2025.
• Projects must be implemented within 4.5 months (August–mid-December).
• Participants will receive mentorship support, not a full training course.
• Hiring new staff is optional, not mandatory.

6. Other Clarifications

• Grants are not taxable.
• Participation in other government grant programs is allowed.
• All expenses must be clearly linked to project goals and justified in the budget.
